I have a question about the State of Texas requirements as it relates to monitoring for and reporting individuals who don't pay child support. Is this a requirement in TX? If so, does monitoring need to be done a customer or transactional basis? Is it done monthly or quarterly?

The Texas IV-D agency (Texas Attorney General) participates in the Financial Institution Data Match program (FIDM),a multi-state alliance that requires a financial institution to match its account owners with persons owing child support. The federal Office of Child Support Enforcement (OCSE) operates a matching process for financial institutions doing business in multiple states. If
you are a Texas-only financial institution or doing business in multiple states but not participating in the OCSE matching process, you are still required to report. The Texas Child Support Division participates in an alliance that enables you to comply with this requirement. To obtain more information or to enroll in the alliance program, visit the website rlcarey gave you or call the hotline.

FIDM wouldn't answer any questions. If we don't offer consumer accounts, would this be applicable?

If you don't have individual accounts, what could you screen against. The list would be individuals that have failed to pay child support.
