My bank is wanting to sending conditional approvals through email instead of going the whole E-Sign process. Do any regulations address if a conditional approval has to meet E-Sign requirements?

A conditional approval is not a written disclosure required by regulation, so delivery is up to you and any State law. I just hope you are talking about secured e-mail since this contains personal financial information.
