I have read the post for banks, but am wondering if a non-bank mortgage lender needs to count monday (which is a federal holiday) a business day or not for purposes of disclosures and right of recission. Technically we are open for business, but the post office is closed and so are government offices. Any help would be greatly appreciated.

The rules for counting business days under Regulation Z apply to all creditors equally. So, I am unsure of your question. If you are open for business on Monday, then Monday would be a general business day for you.

Yes, we are open on Monday (June 20) so I believe, despite the fact that it is a federally observed holiday, we would count it as a business day. Just wanted to make sure.
