If the NPR’s 15% threshold test comparison for auto or other consumer loans survive to the final, isn’t that a comparison to the volume (called total retail lending dollars on page 503) of all and only automobile loans, closed-end home mortgages, open-end home mortgages, multifamily loans, small business loans, and small farm loans since the definition of Retail Loan (page 477) for purposes of the Retail ending test only include those loans (as opposed to all loans)?

Yes, if I understand your question correctly, it's based on the percentage of the 6 types of retail lending dollars extended by a bank inside a given AA. It does not include other types of loans in the denominator.
