For those of you whose banks cash on-us checks for non-customers - what are your procedures for this? Do you run OFAC regardless of the check amount or over a certain risk-based threshold that your bank has set? Do you collect identifying information on the non-customer (other than to verify they are the payee)? Do you create a record of them in your system? Or do you refuse to cash any checks for non-customers? Any other procedures that you have in place for this?
We are reevaluating our procedures, so any information will be appreciated!

I feel like an on-us check cashing fee for a non-customer could be scrutinized, since a payee who does not qualify for an account would have no other way of negotiating the item. However, there's no compliance reason that prohibits it....
