The interim final rule (April 2020) allows, but does not require, financial institutions to suspend enforcement of the six-transfer limit and to allow their customers to make an unlimited number of convenient transfers and withdrawals from their savings deposits.

Based on the above changes can we allow customers to write checks or obtain debit cards on savings accounts?

i would question the ability to write a check or use a debit card against a savings account, because definition makes those demand payments, so they would have to become demand accounts.

if someone wants to write checks and use debit cards, have them open a checking account.

Nope, it does not make them a demand account. Banks could always issue checks on savings accounts and even issue debit cards. Most did not due to the six preauthorized transfer limitations and they did not want the monitoring hassles. Now, it is not a problem. The current difference between a savings account and the demand deposit account now is only the 7 day advance withdrawal notice requirement.
