We offer Mastercard branded debit cards, but not credit cards. I see in various posts offering cash advance services at all locations (unless office is an LPO) is required in the transaction processing rules.

1) Has this changed at all?
2) Does an ATM count as a cash advance service? or does a bank need a terminal inside the bank to process these requests?

1. There is no change as of the June 2022 edition of the Mastercard Transaction Processing Rules.

4.15 Mastercard Manual Cash Disbursement Transactions
In the U.S. Region, the Rule on this subject is modified as follows:
Subject to compliance with the Standards, each Customer within the United States Region must provide cash disbursement services to all Cardholders at all of the Customer’s offices where teller services are provided.

2. An ATM does not count as not all issued Mastercards will have a PIN.

I wanted to piggyback on this thread since we are looking at going away from cash advances. We do offer debit cards, but not credit cards.

In looking at the December 2022 transaction processing rules for Mastercard, it states:

Must offer withdrawal and Merchandise Transactions from no account specified to debit Cardholders and cash advances to credit Cardholders.

Does this mean that if we don't offer credit cards, we don't have to offer cash advances? It talks about issuers of debit cards and issuers of credit cards.
