If we are given oral notice of a Reg E dispute, but the customer does not follow-up within 10 business days with signed dispute form (we are Mastercard issuer) - would any letter be required to the customer?

Our process right now is once we've received the signed dispute form, we then provide provisional credit and mail a confirmation letter. In other words, Reg E, does not require written confirmation of a Reg E claim submission?

Timely written confirmation only determines whether provisional credit is required.

So no notice needs to be mailed to the customer if no provisional credit is given?
