How would this request be coded for HMDA:
- Customer requested $9,000 for Bathroom remodel.
- File notes indicate "loan would have been approved for $3,000 but customer decided not to proceed".

Should this be 1) approved not accepted 2) denied 3) withdrawn?

This is a denial if a counteroffer of $3000 was made and rejected.
