On the detached structure exemption, does it matter if the primary residential structure is a rental home?

No, as long as the detached structure is used for personal, family or household purposes. So, if the renters are allowed to use it for that purpose, it will remain exempt. If the landlord uses the detached structure for storing rental property supplies, maintenance equipment, etc. then it would be used for business purposes. So, it continues to depend on use and not who owns it.
