Does anyone know if you can take savings bonds as collateral? If you can, how do you perfect your lien and how would you determine what value to place on them?

From my history I found that there is no way to put a proper lien on them and know of no bank that takes them as collateral.

5.1) Can I pledge my savings bonds as collateral?
No, savings bonds aren't legally permitted to be used as collateral for a loan or as security for the performance of an obligation.
