What are the legal lending limitations when a loan is secured by a C.D.?

Shootin' from the hip here, but isn't it an additional 10% added to the 15% of capital and surplus when fully secured with financial instruments. So, if secured in this manner, the lending limit could be extended to 25% of tier one capital. Again, I am popping off from memory.

In most states, there are no limits when the loan is secured by a segregated deposit account held at the same institution.

For national banks, that exception can be found in Appendix A to Subpart A of Regulation O, specifically in section (c) of that appendix.
