Below are the requirements for NYC that are in addition to the state regulations:
In addition to enforcing the security requirements listed in the Act, inspectors with oversight of ATM locations within New York City are required to insure that banking institutions are in compliance with Local Law 70. This is the New York City ATM law which predated the State ATM Safety Act. Under Local Law 70 the following security criteria must also be met:
Reflective mirror or surfaces at each ATM which provides the user a rear view;
ATM entry doors must be equipped with fire bolts pursuant to paragraph two of subdivision K of section 27-371 of the code; and
ATMs must be equipped with a surveillance camera or cameras, which view and record all persons entering exiting and moving within or about an ATM.
