The new NYS law on mail-loan checks says that the front of the check must contain the legend ONE FORM OF VALID PHOTOGRAPIC ID TO CASH OR DEPOSIT. OK, so how is this going to be done? If a customer comes and deposits one of these checks into his account is the endorsing bank responsible for checking the photo ID? Will the endorsement by the bank become a sort of guarantee to the lender that a valid photo id was obtained? What would happen if a customer mails one of these checks to pay off an existing line of credit? I don't think they thought this one through.
