A question has come up as to whether we can charge a fee for customers that come in and take cash advances against their credit cards. We have recently been told that the Visa & MC operating rules prohibit surcharges on transactions, but I know when we researched this issue a couple of years ago we felt comfortable that it was allowed. Unfortunately, I can't find any of my documentation from this research. I also know that other banks in our area are charging these fees. Can anyone lead me in the right direction?

We don't do it. We also researched this and came to the opposite conclusion - that Visa/MC operating rules specifically prohibit it.
