I recently got a list of CDs that were closed without penalty and the email mentioned something about reg D, but never mentioned why it was monitored. What reg D concern would there be about customers withdrawing CDs without penalty?

Get to some of the basics of the Reg. Go to this 204.2 section of Reg. D, do an Edit > Find (on this page) and enter "early" as your key word. You'll see the information on early withdrawal penalties.
