The lenders would like to e-mail loan applications to those who request them. The completed applications would be recieved by mail or in person, not by e-mail. I am not familiar with e-sign or any other electronic regulations. Is this OK to? Are there any regulations that I should look into? Thanks.

Should be no problem - however, how can you be so sure that people won't e-mail them back to the loan officers????
