When do we start using the new Standard Flood Hazard Determination form that has the October 31, 2008 expiration date?

Didn't the old one expire October 31, 2005?

In February FEMA updated their site indicating we were to continue using the form until a new release came out. Well they released the new form with an Exp. of 10/2008 however they did not send out any publication or announcement with a grace time for vendors to start using them (e.g. 6 weeks from date of announcement). So alot of vendors are now caught off guard trying to get the new version in the system.
