I find nothing in the regulation about whether the notice has to be addressed to all joint owners of an account. I do see, however, that if a deposit is made by someone other than a customer (for example, a deposit is made by a runner on behalf of a business), the notice can be delivered to the person making the deposit, with the assumption that it will be dutifully carried back to the customer.
I think your concern is perhaps unwarranted.
