Is depreciation considered when determining the value of a bonus under regulation DD? If, say, our FI bought merchandise two years ago valued at $15, but now the value is determined to be less than $10, is this considered a bonus item?

There are no provisions for depreciation of value in any document of which I am aware. All guidance is based on cost to the institution.
