The only time I ever allowed a customer to use our branch restroom was toward the end of a meeting to discuss a commercial loan and deposit relationship. When they did end up doing both the loan and deposit account with us, one of the reasons they mentioned for doing so was that I had trusted them to use our facilities (which were located slightly behind the teller line). They had requested the same thing at another bank and were refused. (Not that they just went around town checking bank restrooms!)

As a practice, however, I don't believe it's ever wise to do so unless you believe you can trust the customer. But there's no requirement that we do so.

You are not. A bank isn't a public facility. In some cases, if you do there are codes to be met that may not otherwise be necessary.

Personally, I would suggest that the Bank Protection Act (though I'm not sure how heavily one could lean on it) would override any local, county ordinance - the safety and security of my staff and customers come first and I'm not comfortable with the public in our restrooms. Particularly since at most of our banking centers they are out of sight and it's easy to "lose track" of customers (potential threats) until we've closed (or even worse - the next morning).
