What is the context? Google has many hits, such as:

The only info i have is that USAP has something to do with confirms. Tried Uniform Single Audit Procedures, Uniform Single Audit programs - no luck Looked in the IAA website, no luck.

Speaking of United States Antarctic Program.....my daughter just left the South Pole Saturday. She was down there for 3 months working as a general assistant on the new South Pole Station.

I came across a compliance summary that contained USPA. It was used in reference to Section 352 of the United States Patriot Act.

Your reference to confirms: Section 352 requires banks to have "...an independent audit function to test anti-money laundering programs." The closest connection to confirms that I can make is in reference to regulatory authorities having the ability to require outside AML audits if they deem the bank's program to be inadequate.

It is called - Uniform Single Attestation Program (USAP). It is basically for getting the mortgage servicing companies to provide some sort of single certification regarding the quality of their loans.
