Currently, our bank is charging our savings customers for each withdrawal that exceeds the 6 limit regardless if the transaction counts towards the 6 or not. Is this incorrect if we are disclosing it on our Truth-in-Savings Disclosure?

No. The bank where I work charges if you withdraw more than 3 times during a calendar quarter. As long as it is properly disclosed it is acceptable.
