When looking at ACH reports for POS and POP transactions, is the effective date on the report the date that the transaction should show on the customers statement?

ACH reports or Debit Card reports? The transaction should debit or credit the customer on the Settlement Date IF it is an ACH report. A Debit Card report will show a pre-auth transaction that is effective for up to 3 business days or until the transaction is posted. The date and time you see there should be the date and time the merchant processed the transaction. (You may also see a "local" date/time which reflects the date/time your processor received the transaction.)
