We have a customer who is being added to another account. When asked for his social security number he refused to give it to us. He said everyone says not to give out your social security number and since his number will not be used for reporting income he does not feel we need his number.
We always tell our customers not to give out personal information. So what do we tell the customer, don't give your SS# to anyone, but give it to us?
Any rules on this?

Here is a resource from the Tool Box on Bankersonline on how to respond to this customer. TIN Rebuttal

While he may feel the bank does not NEED his number, if he wants to do business with your institution he will need to provide it. It is one of the items that need to be verified for CIP, which is required by ALL financial institutions. If he is a US Citizen he MUST provide it.

That will depend on your CIP policy/procedures. At the last two banks I worked for, it was the same for Authorized signers as it was for account owners. However, you will need to check with your bank to see what your requirements. Otherwise, you may be violating your own policies.
