Does anyone know if a trust is needed to open a memorial/benefit fund account? I have not been able to find any documentation suggesting that we do. If so, can you please point me to the source.

Illinois does not have any specific requirements regarding these types of accounts. Here is a BOL article that addresses virtually every issue involved in opening these accounts.
