Does a co-signer, not co-borrower, receive the purchase of insurance disclosure if the insurance is not purchased on them, only on the applicant?

I was going to give you a no answer-no requirement to proivde the disclosure to a co-signer.

But--when I looked at the OCC language it states that the disclosures must be made to the "consumer" (not specifically defined under this requirement. So now I'm thinking that disclosure is a good idea since the co-signer is a consumer (even though this doesn't appear to be the intent of the requirement).

I agree with Lois, I would give the co-signer a copy of the disclosure because if something happens to the applicant and a claim is needed, the co-signer would be able to take care of that and be informed to when the insurance coverage would start.
