We have a customer who claims that she has an ATM transaction that has not cleared her account for several months. Is there a statue of limitations for these type transactions, such as the 6 months on a check? If so, what is it and where is this regulation/law located?

There is no statute of limitations, although some banks have negotiated with customers over such questions. By the way, the six-month thing on checks is no longer operative.
