Are there types of IRAs that we are legally obligated to offer and then others that we can opt to offer?

You are not required by law to offer any type of IRA. It's a product that banks generally offer because it brings in core deposits. You might reasonably conclude that offering traditional and Roth IRAs would benefit your institution, but simultaneously conclude that offering SEPs would enhance your work load more than it would enhance your deposit base.
