I noticed in the Info Vault that there is no federal requirement that we cash Fed (or State) checks for non-customers. Does anyone know if there is a Michigan regulation requiring that we do so? Anything to prohibit us charging a fee for cashing them?

I can't say for sure about state law, but our bank's policy has been we don't cash any on-them check, government or not, for non-customers.
