With the State of Illinois budget not yet approved, our bank (a National Bank) is getting a lot of calls today from customers who are state employees. Apparently, they can go to the State Credit Union and get a 0% loan to get them by until State of Illinois paychecks resume. To do this, they have to open a checking and a savings account with the Credit Union.

Some of these individuals are very good customers that we don't want to lose.

Is there anything to keep us, as a National Bank, from giving 0% loans to this group of customers? Another option could be to approve overdrafts and waive overdraft fees.
Any input would be greatly appreciated.
