Section 623(a)(2)(B) of the FCRA requires that information reported to a CRA be complete and accurate. Where can I find the meaning of complete as it is used in this context?

When a lender only reports negative information about a consumer, would this be considered to be complete and accurate? For example, the creditor will report a delinquency but will not report prompt payments.

I would probably be more concerned on whether this could be a fair lending issue and whether this could equate to a disparate impact in your loan servicing policies.
