Is it possible to offer a product that includes a mandatory and automatic line of credit (for ODP) to be attached to a checking account and charge whatever fees we want (i.e NSF fees, finance charge, etc) as long as we disclose these fees?

A line of credit without a credit application? I should think not. Return the item and charge the $30 fee for NSF.
