I have a question on allowable transfers. Wife has an HSA (for her and hubby). New year, hubby opens HSA for him & wife. Wife no longer contributing to her HSA. Can wife transfer her balance into hubby's new HSA?

No - an HSA is owned by a single owner (although the funds can be used for family members). It would the same as if trying to rollover an IRA from one spouse to the other.
