Check with state law if you are "required" to cash his check. Generally, you are required to handle on-us items, and there are at least 3 threads on this topic currently open.
First question is why could you not cash at time of presentment? is it an issue with he is paid too much and you don't have funds on-site? You certainly have the ability to trade the check for a cashiers check, rather than give him cash. And for a non-customer, I'd require ID every time, whether he likes it or not. That is for his protection as well as yours.
As far as being abusive to staff, that is not acceptable. do you have security on site? if not, you may want to look at hiring some, at least on the day you know he will be in. A kind word from either them or your branch manager may disuade him from his inappropriate behavior. You can certainly let him know what is and is not acceptable. There is a possible out for repeated behavior issues, but again, you'll need to check your state law on that...
