I can't imagine why there would be.

Banks cannot deal in lottery tickets, even state lottery tickets. "Dealing in" includes buying them. It would be illegal, IMO, for a bank manager to purchase lottery tickets as gifts to bank employees, if the bank will be directly or indirectly paying for the tickets.

If she wants to buy them as personal gifts to her friends (which includes these employees), out of her own pocket, that's a different story.
