Does the State of Florida require that a notice to an accountholder go out within so many days before actually going into dormant status? Do any federal regs apply?

The notice requirement is actually for assessing a service charge. You may not assess the fee unless you send a notice to the last known address no more than 3 months before the charge will become effective. Look at 717.106 2(3)(b).

That's almost funny, actually. If you could correspond easily with the customer, the account shouldn't qualify as truly dormant.
