If the default interest rate is disclosed on the credit card application, does it also have to be disclosed in the initial disclosure sent with the card?

Our credit card provider says that as long as it is on the application it does not have to be on the initial disclosure. Any citation for me to read would be helpful.

The following is an exert from the Commentary to 226.6:

11. Increased penalty rates. If the initial rate may increase upon the occurrence of one or more specific events, such as a late payment or an extension of credit that exceeds the credit limit, the creditor must disclose the initial rate and the increased penalty rate that may apply. . . . .
