Does California have an identity theft requiement which states that a bank must verify its customers' addresses and notify the customer if the addresses don't match - whether it be during the CIP ID verification process or the result of a change of address notification received by the bank?

You may be thinking of CA Civil Code §1785.20.3, but that only applies to users of credit reports.

You might poke around the Civil Code. Go to http://www.leginfo.ca.gov and check the Civil Code to search. That will bring up an index of the Code sections.
