Can a State Chartered bank make a direct donation (not through a PAC) to a local political race, not State nor Federal.....

It is my understanding a State NonFed Member bank can do so, but I strongly advise you get a "horse's mouth" approval and seriously consider the potential consequences of such activity. IE: where do you draw the line on whom to support; do you really want to have political enemies on city/county counsels or in the Sheriff's office when your candidate losses?
