If we exempt a customer in the fall of 1999 should not the first biennial renewal of been before March 15th of 2001, then 2003, 2005, 2007 etc? A former employee filed the initial exemption in the fall of 1999 then the biennial renewal in 2000, 02, 04, 06 and 08. We are concerned now that our first biennial renewal was null and may need to back file but need clarification first. Can anyone straighten me out? Thanks so much.

The first biennial renewal should have been filed by March 15, 2001 in the circumstance you give (second year from the date of the original filing in 1999). I'm not sure how you'd handle the situation caused by the former employee. To me, it doesn't seem that all the biennial renewals were void - just filed early. Maybe someone else can provide some guidance.
