Reg E permits the bank to make written statements available only on request (if account info is available online and balance is available via phone). Are there any prohibitions against charging for the written account statement?

Personally I think it is dangerous to charge for something that you are required to provide. But more and more accounts are being designed with the efficiencies of e-delivery in mind. If you can offer online statements at no cost, a minimal cost for paper should be allowed. I haven't researched this, but just off the top of my head I'd say you can based on federal rules.
