for purposes of RESPA & preliminary TIL on a purchase money trnasaction, is the day of application day 1 of the 3 days to provide initial disclosures or the day after the day of application day 1...

The day of application is day 0. Start counting with the next day. The disclosures are due ON the 3rd day following application.
