I know there are situations when a branch can close, i.e., after a robbery, or natural disaster. But where can I find any regulatory or legal citations for this.

Any help would be 'preciated

Usually it would be the state which issued your banking charter.

State corporation commission for state chartered banks & thrifts. OCC or OTS for federally chartered institutions.
