We have a customer who left their drivers license at one of our offices. Attempts to contact the customer have been futile. Their statements are do not mail, hold for pickup. But they are never picked up. My idea is to contact secretary of state office or police. Any other ideas or suggestions?

If they have/use an ATM/Debit card, try hotcarding it (because you have no verifiable info). They'll be calling you.

I'll add 2 cents. It's never a good idea to permit "hold for pickup" statements without a plan to mail them to a customer's last known address if they're not picked up within a specified period of time.

And you should never have a customer without a mailing address or street address.
