Can someone give me a simple definition, and example, of an "Affiliated Business Arrangement" as described in RESPA?

It's when a person is in a position to refer business relating to a real estate settlement service or an associate of such a person has either an affiliate relationship with or a direct beneficial ownership interest of more than 1% in a provider of settlement services. An example would be a builder who owns a mortgage company or a mortgage company that owns a title company.
