Reg D is a Fed regulation, not FDIC, and there's no commentary. Over the years, the Fed has issued a substantial number of interpretations that are available in the Fed's looseleaf service and probably the CD-based info products.

The Reg is also available by clicking "Read a Reg" above. Look at 204.2, the definitions section, for "savings deposit."
