I'm hoping I remember correctly, that TINs do not have to be certified when cashing a savings bond, but I've searched and searched and can't find anything on it. Can anyone help with a resource?

As I recall, window transactions are exempt from the certification requirements.

If your read the Savings Bond Resource Guide it only mentions a W-9 in relationship to exchanges and re-issuance.
