I am wondering are there any specific regulations regarding call center CHAT? Any thoughts?

The same regulations that apply to any customer communication. (e.g. Advertising for Reg Z and Reg DD)

If you're planning to provide any mandatory disclosures as attachments during a chat session as a replacement for paper disclosures, then E-SIGN would apply to those disclosures.

From a compliance management perspective, I'd recommend retaining records of the chat so that your monitoring program can review them from time to time to ensure staff is providing accurate information to mitigate your UDAAP risk.
