No - A Loan Estimate is a disclosure and establishes no legal contractual conditions. A rate lock agreement is a standalone written agreement between the lender and the borrower setting forth the terms of the rate lock, the expiration date, the terms under which the rate lock will remain valid and enforceable by the consumer. Once a written rate lock agreement is executed, you then have three business days to issue a revised LE.
