Does anyone have a sample rate lock agreement they are willing to share? Our LOS (FIPCO) does not have one available. They said they might have one by the end of the year but that doesn't help us now.

Talk to your attorney. Many States have specific rate lock requirements if you choose to use them.

Another financial sent us a copy of their "rate lock" agreement and it was the Loan Estimate. Am I missing something but that's not considered the rate lock agreement is it?

No - A Loan Estimate is a disclosure and establishes no legal contractual conditions. A rate lock agreement is a standalone written agreement between the lender and the borrower setting forth the terms of the rate lock, the expiration date, the terms under which the rate lock will remain valid and enforceable by the consumer. Once a written rate lock agreement is executed, you then have three business days to issue a revised LE.
